Pixel Art is an art form mostly used in classic 2D video games, cell phone games and many web projects. Here are some examples: MrWong’s Soup’Partments, eboy, pixelfreak.com, pixeltees. If you want to learn the basics of pixel art creation, have a look at this great guide to pixel art, it isn’t that hard, just incredible time consuming.
So is there an application that could save some of that time? Guess what, there is. The application is called Pixen. Currently available in version 2 with a beta of version 3 available for testing, this little open source application really helps pushing those pixels. It’s a bit like an early version of Photoshop with some unique and powerful features for pixel art creation, for example custom backgrounds, “smart” palettes, grid customization, tiled view and alignment crosshair. The app is very easy to use and the special pixel art features definitely make sense, so donate some money if you become an user.

Nice but… what about a pc version?

It’s an open source app, so maybe you could find someone that ports the app for you … or just get a $500 Mac mini.
